MT and T Risk Environmental Screening Process Guide

1. Visit https://oss.go.id/, Choose ENTER

2. Enter Username and Password, then click the button ENTER.

3. Business Actor Dashboard.

4.After the business actor applies for a business permit (can be seen in the guide "Medium High and High Risk MSEs/Non-MSE Business Licensing - Individuals/Business Entities") then fulfill the requirements on the menu Business Licensing, Submenu Fulfillment of Requirements.

5. Select Business Activities that require Environmental Approval.

Select a business activity that has a permit Environmental Approvals and has Fulfillment status Screening Process.
Click ‘V' to display the Select business activity menu.
Click Process for Fulfilling Permit Requirements in the K/L System to continue the process of Fulfilling Business Standards.

Carrying out Screening Through Amdalnet

1. Business Actor Dashboard on Amdalnet.

Pull down and you will find the screening process table.

2. Select the business activity that will carry out the Screening process,

Choose the Screening Process.

3.a Complete the Business Activity Requirements Document data Project Site required

Complete the name of the business plan and/or activity, The name of the business plan and/or activity is the name of all forms of activity that can cause changes to the environment and cause an impact on the environment.
The description of the business plan/activities to be carried out includes the main activities to be carried out and the facilities and infrastructure for supporting activities to be built. The main activity to be carried out may be more than 1 type of activity and the same can be said for supporting activities. Also explain the relationship between the location of the planned business and/or activity and its suitability to the regional spatial plan.
Location Description, This section explains the position of the location of the planned Business and/or Activity to be carried out, information on other activities around the planned Business and/or Activity and its relationship to the existence of the existing location or sensitive area.

Upload Spatial Conformity Documents with a maximum document of 10 MB. Documents uploaded can be:

Approval of Conformity of Space Utilization Activities (PKKPR) issued by OSS or
Spatial Planning Suitability Recommendations issued by the Ministry of ATR/BPN or
Independent Statement of Spatial Planning Conformity (for Micro Small Enterprises / MSEs).
If there is more than one PKKPR, please combine them into one PDF file and update the SHP map layer to match the PKKPR.

Note: Uploaded documents can still be updated at the KA, ANDAL or UKL-UPL Form preparation stage.

Upload the Proponent's Statement Letter that the Proposed Environmental Approval is Still in the Planning Stage. Signed by the person in charge and stamped, attached with the latest satellite/drone/field photos along with geographical coordinates.
Upload the Map document in the form PDF size A3 with a maximum document of 10 MB. The uploaded map is a project site map that has been made by the initiator or a map attachment based on recommendations for spatial planning suitability.

Upload SHP Project Site Map, SHP files uploaded in Zip are limited to only 1 layer that can be read by the system. If there are several project site polygons, please enter them in 1 SHP layer of the Project Site Map with a maximum document size 10 MB.

Next, complete a statement that the location of your planned Business and/or Activity is within and/or directly adjacent to the Indicative Map for Termination of Granting of New Permits (PIPPIB) area. If Yes, then the Initiator needs to upload the PIPPIB Exclusion Letter to be able to continue Screening. If you don't choose No.
Complete a statement on whether the location of your planned business and/or activity is within and/or directly adjacent to a protected area. If Yes, then the Initiator needs to upload an Exemption Letter in the protected area. When not selected No.

Upload PIPPIB Exemption Letter When Yes, with a maximum document of 10 MB.
Upload Exemption Letter in Protected Area When Yes, with a maximum document of 10 MB.

If all data has been completed, click Continue to continue the Filtering process.

3.b Complete the Requirement Document data Study Approach required

Select a Study Approach for the activity:
- Single: If the person in charge of the Business and/or Activity plans to carry out 1 (one) type of Business and/or Activity whose authority for guidance and/or supervision is under 1 (one) ministry, non-ministerial government institution, provincial regional apparatus organization, or apparatus organization district/city area.
- Integrated: If the person in charge of the Business and/or Activity plans to carry out more than 1 (one) type of Business and/or Activity whose planning and management are interrelated in one ecosystem expanse and whose guidance and/or supervision is under more than 1 (one) ministries, non-ministerial government institutions, provincial regional apparatus organizations, or district/city regional apparatus organizations.
- Area: area manager as the person in charge. Businesses and/or Activities that plan to carry out more than 1 (one) Business and/or Activity that will be carried out by Business Actors in the area, located in one area development plan zone, which has received area designation and area management in accordance with the provisions legislation.

Select activities or projects that are in one Overlay (in one adjacent location, which is connected to each other).

Complete the Main/Supporting Activity Parameters, Sector, Type of Activity Plan, Name of Activity. then click Input.

Then the "Menu" will appearEnter Parameters”.

Check and complete the Parameter which is relevant.
Then fill in the amount, the system will automatically display the screening results.

If the Business Actor has completed the Study Approach Data, Click Continue to continue the Filtering process.
As a note for Business Actor Accounts, the address will take data from OSS and address data cannot be changed in the AMDALNET System.

3.c Complete the Requirement Document data Determination of Authority required

Complete the Authorization Results in accordance with the Business Licensing, if appropriate, click Continue to proceed to the next stage.

If the results of the Authority are not in accordance with applicable policies and legislation then Click box below, and select Business Licensing in Regency/City, Province or Central. then click Continue to proceed to the next stage.

3.d Complete the Requirement Document data Preliminary Approval required

Complete the Initial Approval Data by clicking 'V’. The initial approval contains technical business and/or activity planning such as techno-economic approval for mining businesses and/or activities, port master plan for port businesses and/or activities or airport master plan for airport businesses and/or activities, or similar initial approval.

After selecting Initial Approval, Upload the required documents with a maximum document amount of 10 MB.
Then click Continue.

3.e Complete the required Requirement Document data

Complete Technical Approval Data which is approval from the government or Regional Government in the form of provisions regarding Environmental Protection and Management standards and/or analysis regarding the impact of Business and/or Activity traffic in accordance with statutory regulations.
If the business activity does not produce waste, you can click directly Continue.

If the business activity produces waste, Click in the waste section produced and then fill it Type of activity, Into High Pollution?/ Included in High Emissions? or Magnitude of Traffic Impact in the Operation Phase.
So click Continue.

4. The Screening Results page will display detailed Business/Activity plan information, Activity Description, Location Description and Activity Plan Screening Results.

Check again whether the data that has been completed is correct or not. If you want to change the screening data again, you can click Return, however, if it is appropriate, Business Actors can save the Activity Plan Screening Results by clicking Save.

5. A pop-up message that the perpetrator Efforts/Activities will save the result of filtering efforts and/or activities, when it is appropriate to click Save.

6. The system will return to the Screening Menu, with the completed Screening data and get the Screening Registration Number.

7. Click Filtering and See Filtering Details to see Filter details that have been saved on the system.

8. In the Activity Plan Screening Results section, click Print PDF to print the Screening results.
