1. ROUTINE SUPERVISION SCHEDULING FOR TECHNICAL SUPERVISORS - PROPOSING FIELD INSPECTION PROJECTS

This Guide Is Intended For Ministry/Institution/Technical Area Supervisors. If You Are Having Difficulty Submitting A Project Proposal For Field Inspection, You Can Follow The Steps Below:

1. Visit Https://Oss.Go.Id/, Click “MASUK”.

2. Enter Your Username And Password, Then Click MASUK Button.

3. After You Log In, Go To The Menu PENJADWALAN, Select PENGAWASAN RUTIN, Then Click USULAN PROYEK To Proceed With The Project Proposal Process

4. After Accessing The Project Proposal Menu, The System Will Display A History Of Project Proposals That Have Been Submitted Previously. Click The TAMBAH DATA Button To Add The Latest Project Proposal Data That Will Later Be Carried Out For Field Inspection.

5. The System Will Display The Business Sectors For Project Proposal Submission. For Supervisors, At This Stage, The Business Sector Will Be Automatically Selected According To The Respective Sector In The Supervisor Account (K/L/D Technical), Click LANJUT To Proceed To The Project Proposal Data Selection Process.

6. Search Project Proposal Submission Data And Select The Source Of The Project Proposal Data. After That, The System Will Display Some Project Data Based On The Search Input Results Select The Project Data To Be Proposed, Then Click DETAIL.

7. Next, The System Will Display The Business Field Data From The Project Data. Check The Business Field That Will Be Proposed By Checking The Checkbox, Then Click LANJUT.

8. Check The Business Field Data Displayed By The System And Complete The Field Inspection Proposer Profile Data. Click SIMPAN USULAN To Save The Project Proposal Data.

9. The System Will Display A Notification After You Process The Supervision Project Proposal Data. If You Are Sure To Continue The Project Proposal Process, Click YA. However, If You Want To Cancel The Project Proposal Process, Click TIDAK.

10. If You Choose To Continue The Process Of Adding Project Proposals, A Notification Will Reappear About The Success Of Changing The Supervision Project Data. Click OK To Return To The Supervision Scheduling Proposal List Page.

11. After Successfully Adding A Project Proposal, The Proposal Data Will Enter The Supervision Project Proposal List Page With The Proposal Status "Not Processed/Belum Diproses". The Proposed Project Data Will Go To The Verifier Institution To Be Verified By The Coordinator.

12. After Verification By The Coordinator, The Status Of The Proposal Will Change According To The Verification Results Provided By The Coordinator. If The Proposed Project Is Accepted By The Coordinator Then The Status Of The Proposal Will Change To "Approved/Disetujui", But If The Proposed Project Is Not Accepted Then The Status Of The Proposed Project Will Change To "Rejected/Ditolak".

2. ROUTINE SUPERVISION SCHEDULING FOR TECHNICAL SUPERVISORS - PROPOSE FIELD INSPECTION SCHEDULE

If You Are Having Trouble Coming Up With A Proposed Schedule For The Field Inspection, You Can Follow The Steps Below:

1. Visit Https://Oss.Go.Id/, Click MASUK.

2. Enter Your Username And Password, Then Click MASUK Button.

3. After You Log In, Go To The Menu PENJADWALAN, Select PENGAWASAN RUTIN, And Then Click USULAN JADWAL To Continue The Process Of Proposing A Supervision Schedule.

4. After Accessing The Schedule Proposal Menu, The System Will Display A History Of Previously Submitted Schedule Proposals. Click The UBAH JADWAL Button To Change The Field Inspection Schedule.

5. The System Will Display A List Of Supervision Project Data That Has Been Submitted. You Can Use The Search Feature To Find The Supervision Project Data You Are Interested In. Click The "V" Mark On The Project You Selected, And Then Click UBAH USULAN PENGAWASAN To Change The Field Inspection Schedule.

6. Check The Business Field Data Displayed By The System And Fill In The Schedule Change Data. Click SIMPAN To Save The Proposed Schedule Data.

7. The System Will Display A Notification After You Process The Proposed Supervision Schedule Data. If You Are Sure To Continue The Schedule Proposal Process, Click YA. However, If You Want To Cancel The Schedule Proposal Process, Click TIDAK.

8. If You Choose To Continue The Process Of Changing The Proposed Schedule, The Notification Of Successful Change Of Supervision Project Data Will Reappear. Click OK To Return To The List Of Proposed Supervision Schedules.

9. After Successfully Adding A Project Proposal, The Proposal Data Will Enter The Supervision Project Proposal List Page With The Proposal Status "Not Processed/Belum Diproses". The Proposed Project Data Will Go To The Verifier Institution To Be Verified By The Coordinator.

10. After Verification By The Coordinator, The Status Of The Proposal Will Change According To The Verification Results Provided By The Coordinator. If The Proposed Project Is Accepted By The Coordinator Then The Status Of The Proposal Will Change To "Approved/Disetujui", But If The Proposed Project Is Not Accepted Then The Status Of The Proposed Project Will Change To "Rejected/Ditolak".

3. ROUTINE SCHEDULING OF SUPERVISION FOR SUPERVISORS OF TECHNICAL K/L/D - MAKING INVITATIONS FOR FIELD INSPECTION SUPERVISION

If You Are Having Trouble Sending The Invitation To Supervise Field Inspection, You Can Follow The Steps Below:

1. Visit Https://Oss.Go.Id/, Click MASUK.

2. Enter Your Username And Password, Then Click MASUK Button.

3. Go To The Menu PENJADWALAN, Select UNDANGAN PENGAWASAN, And Click UNDANGAN KELUAR To Continue The Process Of Sending Surveillance Invitations

4. Once In The Routine Surveillance Outgoing Invitation List, Click TAMBAH DATA UNDANGAN To Create A New Surveillance Invitation.

5. After The Pop-Up To Add An Outgoing Invitation Appears, You Can Select The Field Inspection Data That Requires A Field Inspection Invitation By Checking The Checkbox. Then, Click LANJUT To Continue The Invitation-Sending Process.

6. Check The Business Actor Project Data Again And Complete The Invitation Data Filling Field. You Can Fill In More Than One Invitation Data. After Filling In The Invitation, The System Will Save The Results Of Your Filling In The Table. If You Want To Delete The Invitation Data, Click The HAPUS Button On The Invitation Data You Selected. When Finished, Click KIRIM UNDANGAN To Send The Invitation. Invitations Can Be Sent No Later Than H-4 Before The Field Inspection.

7. To View The Invitation Status, Click On The "V" Mark On The Selected Invitation Data And Click On STATUS UNDANGAN To View The Attendance List Of Field Inspection Supervision Invitations.

8. The Following Is An Explanation Of The Status Of The Invitation, Namely:

“Terkirim, Belum Diproses/Sent, Unprocessed” Which Means That The Invitation Has Been Sent But Has Not Been Processed By The Invited Party;
“Terkirim, Diterima/Sent, Accepted” Can Be Interpreted If The Invitation Has Been Sent And Accepted/Approved By The Invited Party;
“Terkirim, Ditolak/Sent, Rejected” Can Be Interpreted If The Invitation Has Been Sent And Rejected By The Invited Party.

4. SCHEDULING OF ROUTINE SUPERVISION FOR TECHNICAL SUPERVISORS - ACCEPTANCE OF INVITATIONS FOR FIELD INSPECTION SUPERVISION

If You Are Having Difficulty Receiving An Invitation To Supervise A Field Inspection, You Can Follow The Steps Below:

1. Visit Https://Oss.Go.Id/, Click “MASUK”.

2. Enter Your Username And Password, Then Click MASUK Button.

3. Go To The Menu PENJADWALAN, Select UNDANGAN PENGAWASAN, And Click UNDANGAN MASUK To Continue The Process Of Accepting Surveillance Invitations.

4. After Entering The Incoming Invitation List, A List Of Incoming Field Inspection Invitations Will Appear, Then Click The "V" Mark On The Invitation To Be Processed And Click PROSES UNDANGAN To Process The Incoming Invitation. Approval And Assignment Of Invitations Can Only Be Done From H-10 To H-4 Before The Field Inspection.

5. The System Will Display The Invitation Data For Field Inspection. Check And Provide Schedule Proposal Verification Result. You Can Select The Proposed Schedule Verification Result By Clicking On The Button:

SETUJUI UNDANGAN If The Invitation Is Approved For Attendance;
TOLAK UNDANGAN If The Invitation Is Declined For Attendance.

6. After You Have Approved The Invitation For The Field Inspection, You Must Fill In The Data Of The Assignee Who Will Participate In The Field Inspection. Complete The Data For Filling In The Profile Of The Inspector.

7. Check The Purpose And Objectives Of Supervision Data That Is Automatically Displayed By The System. Click TAMBAH To Save The Supervisor Profile Data.

8. After Clicking The TAMBAH Button, The Executor Profile Data Will Be Saved In The Executor List Table. You Can Fill In The Field Inspection Executor Data For More Than One Executor. In Addition, You Can Also Perform Several Actions By Clicking The Following Buttons:

NAIKAN URUTAN Is Used To Move Up One Order In The Selected Implementer Profile;
TURUNKAN URUTAN Is Used To Move Down One Order In The Selected Implementer Profile;
UBAH Is Used To Modify The Selected Executor Profile;
HAPUS Is Used To Delete The Selected Executor Profile.

Next, You Can Click SIMPAN To Save The Specified Executor Data.

5. SCHEDULING OF ROUTINE SUPERVISION FOR TECHNICAL SUPERVISORS - CREATING TASK LETTER

If You Are Having Trouble Creating An Assignment Letter, You Can Follow The Steps Below:

1. Visit Https://Oss.Go.Id/, Click “MASUK”.

2. Enter Your Username And Password, Then Click MASUK Button.

3. Go To The Menu PENJADWALAN, Select PENGAWASAN RUTIN, And Click PELACAKAN.

4. After Entering The Tracking List, Click The "V" Mark On Field Inspection Data. Click ASSIGN PENGAWAS To Add Field Inspection Executor Data. The Assign Executor Button Will Be Open From H-10 To H-4 Before The Day Of The Field Inspection And Closed Before The Visit Notification Letter To The Business Actor Is Sent By The System.

5. After That, The System Will Display The Form For Filling In The Data Executor Who Will Participate In The Field Inspection. Fill In The Profile Data Of The Supervision Executor.

6. Next, Check The Purpose And Objectives Of Supervision Data That Is Automatically Displayed By The System. Click TAMBAH To Save The Supervisor Profile Data.

7. After Clicking The TAMBAH Button, The Executor Profile Data Will Be Saved In The Executor List Table. You Can Fill In The Field Inspection Executor Data For More Than One Executor. In Addition, You Can Also Perform Several Actions By Clicking The Following Buttons:

NAIKAN URUTAN Is Used To Move Up One Order In The Selected Implementer Profile;
TURUNKAN URUTAN Is Used To Move Down One Order In The Selected Implementer Profile;
UBAH Is Used To Modify The Selected Executor Profile;
HAPUS Is Used To Delete The Selected Executor Profile.

Next, You Can Click SIMPAN To Save The Specified Executor Data.

8. To View The Assignment Letter, Return To The PELACAKAN Menu, Click The "V" Mark On Field Inspection Data, And Click SURAT TUGAS. The Assignment Letter Button Will Open If The Input Of The Supervisor Has Been Done, Either By The Coordinator Or Supervisor.

9. The Following Is A View Of The Field Inspection Task Letter Received By The Field Inspection Executor.

10. You Can Also View The Visit Letter That Will Be Distributed To Business Actors. To View The Visit Letter, Return To The PELACAKAN Menu, Click The "V" Mark On Field Inspection Data, And Click LIHAT SURAT KUNJUNGAN. The Visit Letter Button Will Open If The Input Of The Supervisor Has Been Made, Either By The Coordinator Or Supervisor.

11. The Following Is The Display Of The Field Inspection Visit Letter That Will Be Sent To The Business Actor.

6. SCHEDULING OF ROUTINE SUPERVISION FOR TECHNICAL SUPERVISORS - DAFTAR HADIR PENGAWASAN INSPEKSI LAPANGAN

If You Are Having Trouble Viewing The Attendance List, You Can Follow The Steps Below:

1. Visit Https://Oss.Go.Id/, Click “MASUK”.

2. Enter Your Username And Password, Then Click MASUK Button.

3. Go To The Menu PENJADWALAN, Select PENGAWASAN RUTIN, Then Click PELACAKAN To Access The Routine Surveillance Tracking Page.

4. After Entering The Tracking Page, Select The Supervision Project Data And Click The "V" Sign. Click DAFTAR HADIR To View Details Of Routine Surveillance Participants.

5. After That, The System Will Display The Supervision Attendance List Along With The Attendance Status Of Implementers And Participants. You Are Required To Confirm Attendance Along With Sending The BAP Process First. If You Have Not Confirmed Attendance, The Display Will Be As Below. The Attendance Status Remains 'Not Confirmed Attendance/Belum Konfirmasi Kehadiran' And Cannot Use The Action Button.

After Confirming Attendance, The Attendance Status Will Be Changed To 'ATTENDED/HADIR' Or 'NOT ATTENDED/TIDAK HADIR' According To The Attendance List Filled In During The Field Inspection. Two Actions Can Be Performed, Namely Changing The E-Mail (Explained In Step 6) And Resending The E-Mail (Explained In Step 7).

6. If You Want To Change Your E-Mail, Click The UBAH EMAIL Button (Step 5) And The System Will Display An E-Mail Change Pop-Up. Please Enter Your New E-Mail, Then Click UBAH EMAIL.

Notes:

The UBAH EMAIL Button Cannot Be Used If The QR Code Signature On The BAP Results Has Been Shown (BAP Has Been Signed).

7. If You Want To Resend The BAP Signing Link, Click The KIRIM ULANG EMAIL Button (Step 5). The System Will Display A Pop-Up That The E-Mail Has Been Successfully Resent.

The E-Mail Resend Button Can Only Be Used For 3 Times. More Than That, You Will Get A Pop-Up Notification That You Have Used More Than The Required Number Of Times.

7. SCHEDULING OF ROUTINE SUPERVISION FOR TECHNICAL SUPERVISORS - PRODUCING SUPERVISION RESULTS AND SIGNING THE INSPECTION REPORT (BAP)

If You Are Having Trouble Creating The Supervision Result And Signing The Berita Acara Pemeriksaan (BAP), You Can Follow The Steps Below:

1. Visit Https://Oss.Go.Id/, Click “MASUK”.

2. Enter Your Username And Password, Then Click MASUK Button.

3. Go To The Menu PENJADWALAN, Select PENGAWASAN RUTIN, Then Click PELACAKAN To Access The Routine Surveillance Tracking Page.

4. After Entering The Tracking Page, Select The Supervision Project Data And Then Click The "V" Sign. Click HASIL PENGAWASAN To Fill In The Supervision Result Report. If You Have Filled In The Implementing Assigned Data, The Supervision Results Button Will Open On The Day Until The End Of The BAP Input Limit (Currently BAP Can Still Be Inputted Until The Last Day Of The Current Year).

5. After That, The System Will Display The Supervision Result Filling Form. Check The Business Actor Profile Data That Has Been Displayed By The System First.

6. Provide The Supervision Result Score Based On The Results Of The Field Inspection Of Business Activities With A Value Range Of 1 To 100 In The Business License Ownership Data Section. The Value Weight (%), OSS System Assessment Score, Total OSS System Assessment, And Total Supervision Result Score Will Be Displayed By The System.

7. Provide The Weight (%) And Score Of The Supervision Result Based On The Supervision Result Based On The Predetermined Criteria Of Technical Compliance Assessment With The Following Explanation:

The Weight (%) Of All Technical Compliance Assessment Criteria Is 100% And Is Completed Following The Designation Of Business Activities/KBLI Following The NSPK Of Each Sector Determined By The K/L Authorizer;
The Supervision Result Score Is Based On The Results Of Field Inspections Of Business Activities With A Value Range Of 1 To 100.

Meanwhile, The Value Of The Supervision Results Will Be Accumulated And Displayed In The Total Supervision Result Score Table, Total Percentage, Total, And Total Final Score.

8. You Are Required To Assess The Fulfillment Of Periodic Report Submission Based On The Applicable Provisions Following The Results Of The Field Inspection, Consisting Of:

Excellent;
Good;
Fair;
Not Good.

9. Check The Sanction History Value Data Displayed By The System

10. Fill In The Problem Data Faced By The Company (If Any) And Click TAMBAH PERMASALAHAN To Save The Problem Data. You Can Save More Than One Problem. You Can Also Delete Problem Data By Checking The Checkbox For The Selected Problem Data And Clicking HAPUS.

11. You Can Upload Supporting Documents For The Field Inspection (Such As Photos Of Field Inspection Activities And So On) Along With The Document Name Of The Upload.

12. You Are Required To Select The Supervision Result Recommendation And Must Add A Description In The Text Box Below It. The Following Are Attached Options For Supervision Result Recommendations, Namely:

Has Fulfilled The Requirements Of Business Licensing & Fulfillment Of Standards For Implementing Business Activities;
Coaching;
Improvements; Atau
Sanctions.

13. You Must Complete The Name Of The Person In Charge At The Location Of The Business Activity Along With The Position, NIK, E-Mail, And Contact. Make Sure The Contact Person In Charge Is Correct. After That, Recheck The Completed Supervision Result Data, And If It Is Correct, Click KIRIM DATA PENGAWASAN To Process The Supervision Result Data. You Can Also Save The Supervision Result Data As A Draft By Clicking SIMPAN SEBAGAI DRAF.

Notes:

If The Data For The Person In Charge Of The Field Inspection And The Supervision Data Processing Have Already Been Done By The Coordinator The Supervisor Does Not Need To Fill In Again Because The Data To Be Filled In By The Coordinator Will Appear Automatically.

14. After You Press The KIRIM DATA PENGAWASAN Button, The System Will Display The Supervision Attendance List Pop-Up. Click The UBAH EMAIL Button If You Want To Change Your E-Mail. Make Sure The E-Mail Entered Is Correct Because The BAP Signing Link Will Be Sent To The E-Mail. After You Have Confirmed The Suitability Of The Implementer's Data On The Supervision Attendance List, In The Attendance Status Column, Select HADIR For Implementers Who Attend Field Inspections.

If During The Field Inspection Other Institutes Are Invited, The Supervisor May Confirm The Presence Of The Invited Institute. Meanwhile, Confirmation Of The Attendance Of Business Actors Can Only Be Done By One Party. For Example, If The Confirmation Of The Business Actor's Attendance Has Been Carried Out By The Coordinator, The Supervisor Does Not Need To Confirm Again Because The Attendance Data Confirmed By The Coordinator Will Appear Automatically.

If You Want To Change Your E-Mail, The OSS System Will Display The Change E-Mail Pop-Up After You Click The UBAH EMAIL Button. Please Enter Your New E-Mail, Then Click UBAH EMAI. For Changes To The E-Mail Of The Business Actor, You Can Change The E-Mail In The Data For Filling In The Person In Charge Of The Project (Step 13).

15. When You Click The Attend Button As In Step 14 A Notification Will Appear On The Success Of Filling In The Attendance Of The Supervision Executor. After Confirming That The Attendance Is Correct, Click SELESAI.

16. After You Have Successfully Saved The Data, The BAP Cannot Be Changed Again. Then, A Notification Of Successful Input Of Supervision Results Will Appear. Click The CETAKAN Button If You Want To See A Printout Of The BAP.

17. For The Signing Of The BAP, A Link Will Be Sent To The E-Mail Of The Person In Charge At The Location Of The Business Activity And The Supervision Implementer According To The Data On The Attendance Confirmation. Check Your E-Mail And Click The "Click Here/Klik Disini" Link To Process The BAP Signing Electronically.

18. Once You Have Accessed The Link In The E-Mail, You Will Be Asked To Fill In The Captcha According To The Words Provided And Click SHOW INFORMATION.

19. After That, Information On The Success Of Signing The BAP Will Appear.

20. The Following Is A View Of The Supervision Result Printout Completed By The Supervisor.

21. You Can Scan The QR Code On The BAP To Display The Signer's Data In Detail.

22. As Of February 15, 2023, The Signing Of The Minutes Of Examination (BAP) Has Been Implemented With A Digital Method Or Using A QR Code, Therefore You Are Not Required To Upload The BAP Data That Needs To Be Signed Into The OSS System. If You Want To See The Printed Data Of The Supervision Result, You Can Click The HASIL PENGAWASAN Button As In Step 2. After The System Displays The Completed Supervision Result Form, You Can Scroll Down And See Two Action Buttons That Can Be Used. To View Or Download A Printout Of The Surveillance Results, You Can Click The CETAKAN Button.
